The first letter is just a warning, if you are actually getting a fine then you have ignored the first letter.
Either SORN it or get road insurance

Result
With regard to this issuse I have continued to seek a fair result and finally the DVLA have admitted they were wrong and refunded my fine .
DVLA tell me that they do not always update there records in good time to run an efficent system
There is a serious problem with there own interdepartmental communications
They now intend to full review of working practices
They have issued me with an unreseved apoligy for the very poor service they provided and the unfounded excuses they came up with
Guess I will call that a good result ,,sigpic
