              As far as I know police and other emergency services are allowed to use hand held communication devices whilst driving. Not sure but think taxi drivers can too

                    So you can use a two way radio ??? like the boys on top gear do all the time.

                    I note that the police on these documentary programs are also using the onboard laptops while on the move

                    So I guess your correct , emergency services are exempt

                        The only exemptions for the Police (and other emergency services) are :- speed/traffic signals/keep left/right bollards - end of list!
                        If the person who took that original photo was that bothered then phone in to the local plod number with the van registration number and they get done, just like normal folk - simples! but of course that aint as much fun as everyone sticking their 2 pence worth in, based on a bit of an idea as to what the law actually is.
                        Setting a very bad example though!

                          Those of us that drive white vans are also exempt especially if you've got ladders on the roof, they are also 10 mph faster than any vehicle on the road

                              We are aware of a picture circulating of a 'police officer' using a mobile phone while driving. After a bit of digging by our Sussex colleagues, it appears the snapshot is taken from some moving footage. In the footage the letters CFZ can be seen on the side of the van, which indicates it is a film/tv prop and not a genuine police vehicle.
