            I'd leave a couple of hours.

            Road south of Biarritz can get busy, also the roads into Spain from there are small and twisty. Crossing the old border can be busy.

            Must go to St Jean De Luz, lovely town, beach, food - all Basque so not French or Spanish.

                Bilbao

                Use the peage,Quicker,and the Santander /Portsmouth Ferry 23 hours is also quicker than the P&O ferry from Bilbao 26 hours

                  just got back, took 90 minutes and was through beutifull countryside and very high mountains

                  also stopped in st Sebastian and in the surrounding area,

                  well recomend it for a short break,

                    Bay

                    Nice and smooth across the Bay of Biscay Graham?
                    Last year on our return from our winter vacation in Vinaros we came back with Brittany ferries ,Santander to Portsmouth,we had the Dolphins skimming the water just in front of the boat.Brilliant!
                    AND nice and smooth across the "Bay" too.
