if it was the first time he done it on the bare floor then he was ment to do a 50/50 coat mixed with white spirit and then let that dry for 24h then do a coat of the proper paint.

if it was a two two pack floor paint it would have come with a hardner, usally a 500ml to a 5ltr,how old is the floor?

i know its terracotta, but you don't need to dry it with a flame

Without seeing it, if it is single pack floor paint it will be an alkyd based material. If it is put on thick it has a slow cure cycle and will have trapped solvent under the coating skin. It will cure eventually but will be soft and mark for upto seven days, longer if it is really thick.

Plenty of air movement will help.
