I would argue that 18's and Mex's were special build, as they were built to order, as neither the 18 was built in sufficient no's as to warrant it's own "line" nor the Mex, as the Mex was only built for the UK (as far as I know)
Why the models were built in those batches so far apart is a mystery I suppose, but I think the assumption that as the 18 was basically a Mex wouldn't have interested that production planners at the factory.

The Engine number (not code) was that of the last two letters and numbers on the VIN surely?
