Dartford crossing

Since when can't you pay at the Dartford crossing itself?
You now have to pay in advance or within a day of crossing I believe.
Anyone know if there are 'shops' or petrolstation nearby the crossing itselg where you can pay?
Also, any idea if you get a fine when you are in a foreign car? (numberplate recognition).

Annnnnnnddddddd the problem with paying it online is there is a glitch in the system that charges twice the amount..The other half paid for a return crossing the weekend and got charged twice,
