I have a mate (yes really) that is looking for his Dads old MK1 Mexico, is there a way to seek the current owner? He tried DVLA but they would not assist.

If his dad was a previous registered keeper he can use a V888 form - pay a fiver and get the info he needs

Thanks, his Dad sadly is no longer with us. And DVLA apparently can tell history, but not advise current ownership details.

this car hasnt been taxed since 1994 so its either been scrapped or been in storage for a very long time

That's all we could find, it has remained un-taxed since it was sold. And it was a really good shell too.
There must be a way to access registered keepers? Probably "money talks" eh?
