Check out Page 10 item (9) and Page 14 Article 3 (7) Definition of "Vehicle of Historic Interest".
This document seems to be aimed at changing the criteria for testing vehicles in general. I'm not sure how this should be interpreted - does it mean that historic vehicles (of the definition above) are exempt or not? Otherwise is it up to the individual member state to decide on periodic testing criteria? Will it in fact have ANY impact on existing testing arrangements?

There's hardly any need to mod the engines, apart from for competition, as most cars have a high performance version 200 bhp etc and are too complex to really "fiddle with".
Most of the manufacturers offer a myriad of wheels, styling and what have you, so no need there. I suspect that companies offering tuning parts will simply have to apply for type approval for their parts, the approval will allow the owner to fit these parts and get the mods entered on the reg doc.
Details like the body colour etc aren't mentioned on, e.g. on German reg docs, so pick the colour(s) you want, also, Recaro et all will be able to offer seats etc interior styling parts, as one most will be exempt from road safety constraints, i.e. things like "clear or smoked" light lenses, or two, be required to pass British Standards MIRA / KBA / ISO etc test standards to ensure the parts are suitable for the intended purpose.

Like with all changes, until it happens you don't really know how good or bad it will be.
Yes it's a worry, but if it means we can all drive cars with safe and approved parts then you have to agree with it.
Fingers crossed it will get rid of all those window tints people can't see out of, clear lights that don't work properly and headlights that blind you.
