Software for resizing pictures

Anyone use or know somewhere to download software for WIN 98 to resize pictures coz I'm getting fed up of getting error messages saying my files are to big.

photoshop, or photoshop elements will do the job, and is a lot easier to use

errm if you dont like paying for your software, then somewhere like here would do the trick, if you prefer a more legitimate version, then somewhere like here here would do the trick
