If it's the vinyl type, any of the decent aerosol foam upholstery cleaners should remove it, along with a shoe brush to get into the textured surface.

years ago we used to use a industrial floor product calld G101, think it used to be available via Autogleme rep? many years ago and the minds a bit fuzzy

it used to be luminouse green

Could try Jif.
used to clean ceiling track hoists with it, to bring the plastic covers back to there former white finish when stained by smoke.
