I use a Honda Pantheon 125 (the 4 stroke version) for work. 90+ MPG & 70MPH. The good thing about scooters, especially if they have a screen, is that they keep the bloody wind off you! I think 4 strokes are better/quieter/longer lasting. I think the Honda Dylans use the same engine and have a shorter wheelbase but the Pantheon is a bit more of a comfortable ride and there is bags of room under the seat.
