Help needed with EBay transaction

Hello,

2 weeks ago I sold them 'Works' side-indicators on EBay to a person in Portlaoise, Co. Laois, Ireland. The buyer has problems sending me the money per PayPal. He says my account is over the limit, but I think he has met his spending limit.
Is there anyone near him that could be an intermediate, preferably someone with a working PayPal-account??
