Does this thing work only once in 24 hours? Or by date ? Say can you click at 11.59pm and get a vote counted then again at 12.01am and get a vote counted , or if you click at 11.59pm can you not click again till 11.59pm the next day?

Reason i ask is because sometimes it lets me vote and other times it does'nt even though its the next day or so later when i try to vote
