How do you trace the owner of a car

As above really, seen a car thats been left on some land , for around 10 years and wondered how to contact the owner. it does have plates on it

Apply to DVLA for Vehicle history - costs a £10 I think and that should give all the registered owners (as far as records exist).....https://www.gov.uk/request-information-from-dvla

I think the car is from north wales, i know the lad that owns it if its the same one.

It hasn't been touched for 15 years to my knowledge, and its now been left outside. It will be no use to anyone shortly if left to the elements.
It doesn't belong to the guy who's land it's on, and he's not very helpful in giving me any info.
