whats up with this cover ?

I have 2 different hole sizes on this cover the front 2 are twice the size of the next twos holes

Burton alloy rocker cover front is left side it looks as though someone has reamed it out for some reason dont know what or why ?

Does the ream go all the way through or is it partial depth only ?

think the original holes did not line up and have been enlarged to suit
