SURFACE RUST ON BOOT LID

I GOT SOME SURFACE RUST COMMING ON THE BOTTOM LIP OF THE BOOT.CAN I GET THE BOTTOM SPRAYED UP TO THE BOOT SPOILER OR WILL I HAVE TO HAVE ALL THE BOOT RESPAYED? THE REST OF THE BOOT IS MINTISH.
